You can only use an effect if somewhere up the call stack there is a place where that effect will be handled. In Java you need a catch around every throw, even if for runtime exceptions you can skirt around this slightly. In languages with async/await you must decorate a call to an async function with await, and the function you’re calling from must be async. Eventually up the call stack you’ll get to a call that adds the async work to a task queue, executor, or blocks waiting for it to complete.
